Underwriting

Blue Cross dramatically changed their underwriting procedures in March 2001.  Previously Blue Cross would not rider (exclude) any medical conditions.  Many people were unable to get coverage from Blue Cross because of the “no exlcusion” policy. Blue Cross now has the ability to exclude certain medical conditions for at least 5 years.  This flexibility gives many more people the opportunity to get coverage that previously were denied. Carriers like Unicare are much more flexible.

We still find Blue Cross to be, sometimes, unrealistic in the way they underwrite.  We do not understand or agree with some of the declinations of Illinois Individuals. 

Existing policy holders used to able to request lower deductibles at any time.  New rules say that if you want to increase your plan benefits, you will be underwritten and possibly have exclusions assigned.
